The National Lotteries Commission (NLC) was meant to channel lottery proceeds into uplifting South Africa’s most vulnerable communities through grants for charities, arts, sports, and development projects. Instead, under a web of corruption involving insiders, fake or hijacked non-profits (NPOs), and enablers, an estimated R1.4–R2 billion was misappropriated between 2014 and 2020.
The Special Investigating Unit (SIU), probing since 2020 under presidential proclamation, has uncovered a “grand scheme” of collusion: proactive grants approved hastily, funds diverted through conduit NPOs to private companies, trusts, and personal luxuries like properties, vehicles, and even farms.
Key Implicated Figures and What They Allegedly Benefited: From Phillemon Letwaba (former Chief Operating Officer): Central to multiple diversions via family-linked entities (e.g., Ironbridge Travel Agency owned by his wife). Benefited from millions, including a Limpopo farm purchased with diverted funds. Assets frozen; referred for prosecution.
Prof Alfred Nevhutanda (former Board Chairperson): Oversaw the corrupt era; personally linked to a R27-million Pretoria mansion, a luxury holiday home in Limpopo (built with lottery funds and later sold), a Rolls-Royce, and other properties. Assets preserved; actively challenging the SIU probe in court.
Mashudu Vincent Shandukani (Mshandukani Foundation/Holdings): Conduit NPO received ~R25 million for a non-existent Rio Olympics roadshow; diverted millions to personal assets (properties, vehicles). Assets worth R25 million frozen.
William Huma (former board member): Ordered to repay over R21 million in misappropriated grants; linked properties preserved and sold for recovery.
Thabang Mampane (former Commissioner): Weekend home on a golf estate funded by lottery money.
Carol Bouwer (businesswoman, former actress): Director of Venalor NPC, which received over R7 million in grants (2018–2020) plus Covid relief. Purpose of funds unclear; company refused to disclose projects. Implicated as a beneficiary in the broader scandal.
Other enablers include lawyers, auditors, and family members who facilitated laundering through trusts and companies.
Celebrities like Terry Pheto (linked to diverted millions for a chicken farm; properties frozen), Arthur Mafokate (R56 million misappropriation; guesthouse preserved), and Presley Chweneyagae (posthumous asset freeze in 2025) have faced civil recoveries but not as primary orchestrators.
Progress So Far : But No Criminal ConvictionsThe SIU has:Frozen/preserved assets worth hundreds of millions (e.g., R344 million total in one phase).
Secured repayments and settlements.
Referred dozens of cases (including fraud, theft, money laundering) to the National Prosecuting Authority (NPA).
Completed Phases 1 and 2; Phase 3 ongoing until end-2025.
Yet, as of December 2025, there have been no major arrests or criminal convictions of the key insiders. Civil actions dominate: tribunal orders for repayments, asset freezes, and forfeitures.
The NPA has been criticised for delays, with only limited dockets progressing. Parliament’s SCOPA and portfolio committees have repeatedly expressed frustration at the “missing in action” prosecutions, despite “compelling evidence.
“This lack of criminal accountability raises serious questions: Why the delay in bringing looters to court? Is political will lacking? The funds were meant for the poor, old-age homes, youth programmes, community facilities that never materialised.South Africans deserve justice.
The SIU’s work is commendable, but without prosecutions, the cycle risks repeating.
